The Office of Planning and Design Quality was established to: Articulate Design Excellence vision and values internally and externally Devise and implement systemic policies to foster and encourage design quality Provide design expertise and assistance to Portfolio Management Division in the earliest pre-development phase Provide design expertise and assistance to Design & Construction Division from preliminary design through final design drawings Act as design quality control liaison with customers, clients, GSA Central Office Coordinate approvals by external review agencies, consulting parties, clients, and stakeholders Oversee critical projects with unique design issues and priorities (special projects). The Supervisory Community Planner, manages a professional staff that performs a full range of urban planning, design, and development.

This position is located in General Services Administration (GSA), National Capital Region (NCR), Public Buildings Service (PBS), Office of Planning and Design Quality (OPDQ), in the Washington, DC area.

As a Supervisory Community Planner, you will perform the following duties:

  • Serve as a Supervisory Community Planner that manages a professional staff that performs a full range of urban planning, design, and development and project management functions, including the development of master plans, acquisition of sites, buildings, easements, National Environmental Protection Act compliance, and Sustainable Planning.   
  • Provide planning expertise, supervision, advice and training on urban and regional planning, land use, master planning, and capital improvements planning and development financing which includes preparation of submissions to the National Capital Planning Commission's (NCPC) capital improvements program.
  • Provide authoritative interpretation and develop strategies for the implementation of Congressional mandates, Executive Orders including but not limited to E.O. 13514 Federal Leadership in Environmental, Energy, and Economic Performance, and Federal regulations related to planning and land use activities.
  • Provide direction to staff: developing regional project stakeholder strategies to ensure successful relationships in project development with the National Capital Planning Commission (NCPC), Commission of Fine Arts (CFA), and the Washington Metro Area Transit Authority (WMATA), Metropolitan Washington Council of Governments (MWCOG) state and local governments, and external stakeholders; and promoting ongoing education to customers and stakeholders on the planning program.
  • Engage in and supervise the on-going process improvement of NCRs comprehensive planning process and appropriate evaluation standards to ensure that site and building plans meet GSA sustainability objectives and are coordinated with the environmental compliance process, historic preservation, design guidelines, and security criteria that meet internal and external standards.
