The purpose of the Board of Architectural Review Small (BAR-S) is to ensure that the qualities relating to the history of the city and a harmonious outward appearance of structures are preserved. These qualities include the continued existence and preservation of historic areas and structures; continued construction of structures in the historic styles, and a general harmony as to style, form, color, proportion, texture and material between structures of historic design and those of more modern design. Preservation and protection of the old historic or architecturally worthy structures and quaint neighborhoods, which impart a district aspect to the city, and which serve as visible reminders of the historical and cultural heritage of the city, the state, and the nation is the important charge of the BAR.
The position of BAR-S Administrator is part of the Department of Planning, Preservation and Sustainability within the Division of Urban Design and Preservation. It is an essential position in guiding applicants and the Board in achieving the goals of the BAR as set out by the City Council of Charleston. It is a unique opportunity to be part of guiding development in the City as the region undergoes unprecedented growth. It includes the following responsibilities:
- Administers historic preservation and design review provisions of the City of Charleston Zoning Ordinance, consulting and coordinating with the City Architect and Preservation Officer in advising the Board of Architectural Review (BAR-S).
- Meets with applicants to review proposals and provide advice for modifications to existing structures and new structures up to 10,000 SF, within the historic districts of the City.
- Advises the Board, and provides staff recommendations to the Board, at public meetings occurring twice a month in the evening.
- Detailed review of construction documents for conformance with approved development proposals.
- Performs site inspections of completed projects for compliance with approved documents and sign-off of Final Certificate of Occupancy.
The successful applicant will have a minimum of a Masters of Architecture (Preferred) or a Bachelors of Architecture with a minimum of 8 years experience. In addition, the applicant will have experience in historic preservation and familiarity with the Secretary of Interior Standards for the Treatment of Historic Properties. Knowledge of architectural preservation measures, knowledge of construction methods and techniques, design sensibility, and ability to critique architectural design proposals of varying scale are all required.
Effective communication in written and oral English and public speaking experience are required. Available to attend evening meetings. Requires occasional construction site visitation. Valid state issued driver's license. Architectural registration preferred. To perform this job successfully, an individual should have a thorough knowledge of Microsoft Windows, Outlook, Excel and Word, Adobe Acrobat or similar software.
