Request for Proposal
1.0 Project Description
The Spartanburg Area Conservancy (SPACE) is seeking proposals from a consulting firm or practice to
facilitate planning of a “Communication & Outreach Plan” of the S.C. Upstate Battlefield Preservation
Committee, a volunteer group dedicated to preserving and protecting South Carolina’s Upstate
Revolutionary War Battlefields, including King’s Mountain Battlefield, Cowpens Battlefield, Musgrove
This project seeks to develop a communication and outreach strategy, including outreach materials, for
landowners located within the battlefield project areas, which will be identified through GIS analysis. The
plan will also promote the conservation, economic, and historic preservation benefits of Revolutionary
War battlefield preservation to stakeholder groups and members of the general public within the project
area—generally Spartanburg, Cherokee, Union, Laurens, and York counties. Details of the project are
shown in the scope of work. The project will be developed and deliverables produced during the period
February 2017 through May 2017 (with some flexibility).
Consultants or firms with demonstrated expertise in the preparation of historic preservation and
planning reports will receive preference for this proposal review. The candidate should meet and
exceed the Sec. of Interior Professional Standards for Historic Preservation
2.0 Scope of Work
2.1. Research other battlefield preservation communication and outreach plans from around the country.
Collect sample plans and outreach materials.
2.2 In conjunction with project staff, plan and conduct a half-day “Communication & Outreach Plan”
planning session with members of the Upstate Battlefield Preservation Committee and other project
stakeholders to include:
• Identify strengths, weaknesses, opportunities and threats for battlefield preservation at project
sites. Why is preservation of these sites important?
• Review communication and outreach materials for similar projects from around country; discuss
ways existing materials can/should be adapted for project sites.
• Develop key action steps for outreach and communication
• Identify necessary outreach tools for implementing outreach and communication action steps
• Develop draft timeline for completing action steps.
2.3 In conjunction with project staff, develop draft work plan to include all task planned to accomplish the
scope of the “Communications & Outreach Plan, projected timelines, and an outline of proposed outreach
2.4 In conjunction with project staff, attend a second meeting of the committee to present draft plan and
solicit feedback. Finalize plan based on feedback.
2.5 In conjunction with project staff, submit draft plan to American Battlefield Protection Program
(ABPP) staff. If necessary, assist with final adjustments to plan based on ABPP feedback.
3.1 A written plan document outlining Strategic Objectives, Action Steps, and Recommended Outreach
Materials for the “Communication & Outreach Plan,” including examples or references to sample
materials from other Preservation efforts.
3.2 The plan and any other materials produced for the project during the contract period are the sole
property of the Spartanburg Area Conservancy and the National Park Service’s American Battlefield

4.0 Request for Proposal Submission Date & Information
4.1 1 Proposals submitted against this Request for Proposals must be received by 6:00 p.m., E.S.T., on
Friday, January 6, 2017. SPACE reserves the right not to consider proposals that arrive after this date and
Proposals may not exceed $2,550 inclusive of travel and all expenses.
