The Bureau of Overseas Buildings Operations (OBO) directs the worldwide overseas building program for the Department of State and the U.S. Government community serving abroad under the authority of the chiefs of mission. In concert with other State Department bureaus, foreign affairs agencies, and Congress, OBO sets worldwide priorities for the design, construction, acquisition, maintenance, use, and sale of real properties. The Office of Cultural Heritage manages Department of State properties and their assets designated as historically, culturally, or architecturally significant based on the context of the host country, as well as U.S. diplomatic history. The Office's main mission is the preservation and stewardship of American history and architecture overseas.

The incumbent would be responsible for planning and conducting research studies associated with historic preservation of DOS heritage properties; ensuring proper stewardship of culturally significant properties; managing the list of culturally significant properties, and making authoritative judgments regarding the inclusion of properties on the list; and reviewing proposed changes to culturally significant properties from an historic preservation perspective.

 

This incumbent will take the lead in overseeing the work of consultants and doing first hand research on OBO's historic properties.  This will involve everything from researching local historic district guidelines to completing historic structure and cultural landscape reports. Approximately 150 properties of significance have been identified in the State Department's portfolio of overseas buildings; however there are many more properties yet to be studied.  The position is also responsible for providing NHPA Section 402 guidance on projects within Department of State Overseas Building Operations, and managing the Secretary of States Register of Culturally Significant Properties program.
