GENERAL DESCRIPTION:  


This position will administer the Certified Local Government Program of the Wyoming State Historic Preservation Office as required under the National Historic Preservation Act (16 U.S.C. 470) and National Park Service standard; determine eligibility of cultural resources for placement on the National Register of Historic Places; act as liaison between consulting parties to develop Memorandum and Programmatic Agreements; determine appropriate treatment of archaeological and historical resources under the Secretary of the Interior's standards.
 

ESSENTIAL FUNCTIONS:

  • Administer the Certified Local Government Program (CLG)
  • Manage various historic preservation boards that carry out local historic preservation projects as required by local ordinance
  • Review CLG grant applications submitted to the Wyoming State Historic Preservation Office (WYSHPO) and ensure projects meet the requirement of National Park Service (NPS) standards for funding
  • Review and approve budgets and contracts
  • Organize and preside over annual CLG meetings required by the NPS
  • Manage the Centennial Farm & Ranch Program (CFRP)
  • Comment on Federal determinations of eligibility of cultural resources to the National Register of Historic Places (NRHP), and review project report to ensure it meets professional standars of the National Park Service and Wyoming SHPO standards
  • Research and document properties eligible for listing in the NRHP, and write and prepare formal nominations to be submitted to the Keeper of the NRHP


 Qualifications:

PREFERENCES: 

Preference may be given to those with a Master's degree in anthropology, history, or historic preservation with a specialty in archaeology, architectural history, public history, or public archaeology.

Preference may also be given to those with extensive understanding of proper treatment of archaeological and historic sites and their placement in Wyoming prehistory and history.


KNOWLEDGE:

  • Critical thinking, communication, negotiation and conflict resolution skills; ability to analyze and review complex documents with technical details.
  • Skills in identification and evaluation of historic buildings, sites, structures, objects, landscapes, and districts; knowledge and skill in the application of the Secretary of the Interior's standards for rehabilitation; ability to evaluate and identify historic fabric, character defining features, and historic integrity; ability to justify and communicate proper treatment with property owners, developers, and agency property managers.
  • Skills in research and organization and time management; expert understanding and knowledge of the 36CFR800 and 36CFR60 regulations, National Register bulletins and guidelines, and Secretary of Interior's standards; thorough knowledge of Wyoming prehistory and/or history.
  • Knowledge and skill in use of word processing programs and MS PowerPoint.
  • Knowledge, skills, and abilities in interpersonal relationships, ability to deal with people and use diplomacy in difficult situations.

MINIMUM QUALIFICATIONS:
Education:
Bachelors Degree (typically in Cultural Resources)
PLUS
Experience:
1-2 years of progressive work experience (typically in Cultural Resources) with acquired knowledge at the level of a Senior Cultural Resources Specialist
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Cultural Resources) with acquired knowledge at the level of a Senior Cultural Resources Specialist

PHYSICAL WORKING CONDITIONS:

  • Work is performed both in an office environment and travel to communities throughout the state is required.
